House Bill 910, which becomes effective on January 01, 2016, allows qualified residents to obtain a License to Carry a Handgun and carry openly or concealed. Current holders of a Concealed Handgun License do not need to take another class. There are important restrictions for concealed and open carry. The Texas Department of Public Safety has provided a summary of new laws passed in the 84th Legislative Session that impact concealed handgun licensing on their website: http://txdps.state.tx.us/RSD/CHL/Legal/newlegislation.htm.
Businesses and churches do have the right to forbid open or concealed carry on their premises by giving proper written notice. Proper wording for signage can be found in the Texas Penal Code, sections 30.06 and 30.07.
