At a press conference on Monday, April 27, Texas Governor Greg Abbott announced that the State’s previously issued stay-at-home order would be allowed to expire on April 30, and that some businesses, including retail stores, restaurants, malls, and movie theaters, can partially reopen Friday, May 1.
The businesses are required to restrict their capacity to 25 percent occupancy, and are encouraged to adhere to social distancing and safe practices.
At the conference, Governor Abbott also introduced a publication, Texans Helping Texans: The Governor’s Report to Open Texas. The publication outlines the recommendations of his task force to reopen businesses in Texas. While malls can reopen, food courts and play areas must remain closed. Also remaining closed are public swimming pools, bars, gyms, salons, massage parlors, tattoo studios, and entertainment venues.
Houses of worship should still operate remotely as much as possible, and churches providing services in-person should practice social distancing.
Governor Abbott said this first phase of reopening will help determine how to proceed with more openings in the coming weeks. A second phase of openings is expected to begin on May 18, assuming the spread of COVID-19 within the state remains appropriately contained. As of April 27, Tarrant County Public Health had reported 2,019 confirmed cases; 289 people have recovered, and there have been 53 deaths.
As of April 28, Benbrook City Hall remains closed to the public, although essential services are still being provided. To contact City Hall, please call 817-249-3000 or send an email. City parks remain open, although individuals must follow Tarrant County’s guidelines on social distancing and group size.
The Benbrook Public Library, a separate entity from the City, will reopen May 1 with curbside pickup, and the book drop is open now. The Benbrook Water Authority (BWA), also a separate entity, is currently closed and has not yet announced its plans.
Texans are still encouraged to work remotely if possible, follow social distancing measures, minimize social gatherings, and abide by federal guidance. Texans over 65 are strongly encouraged to stay home as much as possible. The Governor also stated that businesses are not required to reopen, and Texans who want to stay at home still can.
